Have you read Jane Kelseys background on RIS'? Interesting ideological perspective on their role as part of ACT policy in 08 - with connections to today. Especially given the regulatory standards bill is expected back.
Also, I would add that RIS's vary in quality quite a lot. There's value in that - sometimes you have time, sometimes you don't. In cases like this, it means something could still be thrown together which might not meet usual quality standards but wouldn't hold up progress on legislation.
